MeCEF is now mandatory for invoicing in Benin. Here's how the system works, what it changes for your accounting, and how to integrate it painlessly.
Procura team · May 2026 · 6 min readBefore MeCEF, an invoice in Benin could be issued however the company liked — Word, Excel or in-house software. The tax authority (DGI) had no real-time visibility into the invoicing flow.
MeCEF now requires every invoice to be transmitted to the DGI at the moment of issuance, via a certified system. The invoice receives a unique identifier (MeCEF UID) and a QR code so its authenticity can be verified. Without that identifier, the invoice is no longer valid for VAT deduction.
Route one: the DGI web portal. The company keys each invoice, which then generates the UID and the QR code. Fits very small structures with low invoice volume.
Route two: the certified software module. Several vendors offer MeCEF modules that bolt onto the accounting tool.
Route three: direct API. Companies that have built their own system can integrate directly with the MeCEF API.
The MeCEF UID has to be archived with the invoice and reported on the accounting entries. That gives perfect traceability between the issued invoice, the transmitted invoice and the matching accounting entry.
MeCEF also makes VAT filing easier. Because every issued invoice is known to the DGI in real time, the administration can pre-fill part of the monthly return.
First mistake: keeping a parallel non-MeCEF invoice flow. A provisional invoice has no tax validity.
Second mistake: mishandling credit notes and cancellations. MeCEF imposes a strict procedure with credit notes transmitted through the system.
Third mistake: no continuity plan. If MeCEF is temporarily unavailable, the company has to know how to keep issuing.
